Each question is labelled with a tier. The tier caps what the answer may claim, whatever the numbers say.
T4 — This is a ranking of places, not a measurement of people. The signals it combines are counted in different universes — the data contains no table crossing them — so a high rank means both signals rank high in the same area, not that they describe the same residents.
